Progress billing is not cash

A progress-billing record shows project advancement and the billable period. Cash, on the other hand, moves with collections, advance offset, retention, withholding, VAT, price escalation and subcontractor payment load. That is why a project manager cannot treat "progress billing cleared" as a decision point on its own.

Why should EAC sit in the same table?

EAC brings the estimate-to-complete together with actual cost incurred. If CPI/SPI is low while open commitments are growing, project profitability can deteriorate even when progress billing looks positive. IconVio shows these signals in the project decision package with a risk label.
